The Price of electricity has gone up from 4 cents to 10 cents per KWH  since 1972. As the price has gone up so has the need to steal electricity.

Defining the problem:
A primary measure of utility efficiency is "line loss", the difference between the Mega Wattage (mwh) generated and purchased and the Mega Wattage (mwh) sold.

Line losses are generally defined as the power lost when energizing the transmission and distribution system plus other incidental losses on the system.

World wide line losses range from a low of 4% up to 35%. In one country the line losses are reported to be 65%.

These losses result in energy shortages, degraded apparatus life, poor service voltages and loss of revenue.

The technical losses are typically between 3 and 6% depending on the miles of wire, age of the system and other factors.

Thus the non-technical losses, the part of the losses that can be significantly reduced, range from 1-29%.
